# Your Carrier Didn't Scan That Package. Now What?

There is one moment in a fulfillment operation that most carrier networks leave undocumented, and it is the pickup itself.

In most cases, UPS, FedEx, and US Postal ground services do not scan individual packages when they collect them from a warehouse. The carrier arrives, loads boxes onto a truck, and drives away. The carrier's system does not know a specific package exists until it reaches a sorting facility hours later. No scan happens at the dock, no receipt changes hands, and no record establishes that a particular package was transferred at a particular time.

When the parcel flows as expected through the system, that delayed scan isn't usually a major issue. Packages reach the hub, they get scanned, tracking updates, and orders arrive. However, when a package goes missing, the tracking gap becomes a massive problem, because the moment of transfer was never documented.

## What "no scan at pickup" looks like on the floor

**UPS Ground.** The driver backs to the dock, loads pallets or bins into the trailer, and leaves. Individual package scans occur when those packages reach the first sorting facility. Depending on pickup timing and hub schedules, that is four to twelve hours after the package left the warehouse, and sometimes longer.

**FedEx Ground.** The network runs on an independent contractor model. The contractor loads packages, drives to the FedEx Ground terminal, and unloads, and the packages are scanned during the terminal sort. The gap between pickup and first scan runs six to twenty-four hours, with real variance by contractor and route.

**USPS.** Business pickups frequently go unscanned until the local distribution center. Packages entering through a commercial consolidator may not show a USPS scan for twenty-four to forty-eight hours.

In all three cases, the physical moment of pickup goes undocumented. That window — from dock to first scan — is the period in which the package has left the warehouse and has not yet entered the carrier's system. A package that disappears inside that window leaves no carrier record to reference and no evidence that the carrier ever held it.

## The gap between the dock and the first scan

This gap in the chain of custody for shipments happens often enough that we now have to plan around it.

A customer reports that an order never arrived. The brand asks the 3PL. The 3PL pulls its records — pick ticket, pack verification, shipping label, end-of-day manifest — and every record checks out. The package was picked, packed, labeled, and staged on the outbound dock when the carrier arrived.

The brand then asks the carrier, and the carrier pulls its records. There is no scan, no acceptance event, and nothing in the carrier's system showing the package was ever received.

Two companies now hold documentation that contradicts each other, and neither set of records covers the moment in question. The 3PL's records end at the dock. The carrier's records begin at the sorting facility. The customer is indifferent to which company is right, so now the seller has to absorb the cost as a reship or a refund. An operation shipping thousands of packages a week stops treating that as an occasional headache and starts treating it as a line item.

Given these facts, what should you do? Our answer — choose different carriers.

## A manifest is a receipt

A growing set of parcel carriers, most of them built for e-commerce rather than adapted from legacy freight networks, use a manifest-based pickup model instead.

Before or during pickup, the warehouse provides the carrier with a package manifest: a list of every package being transferred, with tracking numbers, weights, and destinations. The carrier acknowledges receipt of that manifest at the point of transfer, and that acknowledgment functions as a receipt. A package on an acknowledged manifest cannot later be described as never received, because the document carries tracking numbers, a timestamp, and the carrier's own acceptance.

DHL eCommerce accepts a manifest at pickup, and the data transmits electronically so that acceptance registers before the packages reach a processing facility. SpeedX operates the same way, treating the manifest as the point-of-transfer document, with every package on it accounted for from the moment the truck departs. OnTrac accepts manifests across its regional ground network. Amazon has invested heavily in scan and manifest infrastructure throughout its delivery stations.

The operational difference is straightforward. Under UPS, FedEx, or US Postal ground, the carrier's system learns that a package exists when it reaches a centralized sorting facility hours later. Under a manifest carrier, the carrier's systems take formal ownership of the package when the truck leaves the dock.

## The custody gap is a liability problem

Carrier scan timing is a hot conversation in this industry right now. Most of that conversation concerns customer experience, tied mainly to how quickly a buyer sees "in transit" after receiving a shipping notification. That question matters a lot, because delayed tracking updates generate support tickets and risk drawing penalties from the marketplace platforms for "late shipments".

In addition, this custody gap creates a separate problem with a different cost structure.

Without a scan at pickup, the shipper has no leverage in the conversation that follows a missing package. The carrier's position is clean, because its system claims they never received it, despite the fact they were the last ones with possession of the package. It doesn't matter how much documentation the 3PL has regarding the handoff; the carrier has no obligation to treat any of it as proof of their responsibility. The brand absorbs the cost through reshipped orders, refunds, and credits, and the 3PL takes the reputational damage even where the warehouse executed correctly.

The claims data reflects that asymmetry directly. Industry estimates from CorePiper's <a href="https://corepiper.com/blog/state-of-freight-claims-2026" target="_blank" rel="noopener noreferrer">2026 State of Freight Claims</a> report put the parcel claim denial rate at 30% to 45% for standard claims, and at 15% to 20% for shippers who file with a documented evidence process behind them. The same report estimates that fewer than half of clearly eligible exceptions ever become a filed claim at all. Documentation is what separates those two outcomes, and the pickup handoff is the variable most operations do not control.

Under a manifest carrier, the same scenario resolves differently. The manifest establishes acceptance, the carrier cannot deny receipt, and the claim has a document behind it.

## Actual loss rates are higher than reported loss rates

Industry estimates put parcel loss somewhere between 0.1% and 0.5% of shipments. Any operator planning around that range should understand how it is calculated.

A loss ratio is assembled from carrier records. A package the carrier scanned, moved, then failed to deliver is a loss that carrier can see, count, and report. A package that never received a pickup scan is a different case: the carrier's system holds no record that it ever existed, so the carrier does not classify it as lost. The position is that a carrier cannot lose what it never received.

Because of this, losses inside the custody gap are excluded from the statistic by the same mechanism that makes them hard to claim. The published range describes what happens to packages a carrier acknowledged receiving, and the packages this article concerns are the ones it never acknowledged. If your carriers do not scan at pickup, your real loss rate is higher than the published one. Reported ratios describe scanned parcels, custody-gap losses sit outside them, and no published benchmark tells an operator how large that second category is.

We have been monitoring these delayed scans closely. At one point this year, we logged roughly 300 packages simultaneously unaccounted for across US Postal and UPS, every one of which we could document as handed to a driver in the preceding weeks. The carriers eventually found and delivered nearly all of them...but a few never turned up again. Through the weeks they were missing, none of them appeared as a loss in any carrier's numbers, because as far as those systems recorded it, the packages had never been picked up at all.

## What we are doing about it

We have made manifest-based carriers a priority at Thrive. Regional carriers such as SpeedX and OnTrac frequently price competitively against UPS and FedEx ground, and the rate advantage is welcome. The decision rests on the documentation: a manifest carrier issues a receipt for every package we hand over, and that receipt turns a lost-package dispute into a claim we can win.

A fulfillment operation that cannot prove it handed a package to a carrier has a hole in it. Tight warehouse processes, accurate pick-and-pack, and clean dock procedures do not close that hole, because the undocumented moment sits outside all of them. Manifest pickup closes it: the handoff is documented, and a claim has evidence behind it when a claim becomes necessary.

This also reflects a broader shift in the parcel market. UPS and FedEx are restructuring around margin per package, and they are losing share to carriers that compete on operational features as well as price. Manifest acceptance is one of those features. It is a quiet one, and its value shows up in the claims file every time an operator tries to recover a package that vanished between the dock and the hub.

## What to ask your 3PL

If you work with a fulfillment partner, or you are evaluating one, put these four questions in front of them:

- **Which carriers do you use for ground parcel?** An answer of US Postal, UPS, and FedEx Ground exclusively deserves a follow-up question about why.
- **Do your carriers scan or accept a manifest at pickup?** Where no documented handoff exists, ask how lost-package disputes get resolved today.
- **What is your carrier claim success rate?** Industry estimates put parcel claim denials at 30% to 45%, and the operators who beat that number are generally the ones who can document the handoff.
- **Are you using regional or alternative carriers at all?** DHL eCommerce, SpeedX, OnTrac, and Amazon all offer manifest models, and a 3PL that has not explored them is leaving money and operational control unclaimed.

The scan gap stays hidden twice over. It stays out of the industry loss statistics, because a carrier that never recorded a package does not record losing one, and it stays off the operational dashboard until the reship costs and refund credits surface on the P&L. Every package that vanishes between the dock and the hub with no party able to prove who held it last is a cost the carriers don't count and someone else has to pay.

Carriers that take a manifest at pickup fix that. Every 3PL shipping real volume should be moving in that direction, and we are.
